Odisha SLSWCA Clears Rs 3,793 Cr Investments, Creating Over 19K Jobs in 14 Dists

In a powerful demonstration of its pro-industry and job-focused governance, the Odisha Government has approved 24 major industrial investment proposals worth Rs 3,793.33 crore that are set to generate 19,924 direct employment opportunities across 14 districts.


The landmark decisions were taken at the 147th State Level Single Window Clearance Authority (SLSWCA) meeting, chaired by Chief Secretary Anu Garg, IAS, under the visionary guidance of Chief Minister Mohan Charan Majhi.

The approvals reflect the state’s continued momentum in converting investment intent into on-ground action and moving decisively towards the long-term goal of Samruddha Odisha 2036.

The 24 projects showcase remarkable sectoral diversity — spanning steel and metal downstream industries, renewable energy, advanced materials, electronics and EV components, textiles and apparel, tourism and hospitality, infrastructure and logistics, food processing, consumer products, chemicals, and emerging technologies — signalling a future-ready and resilient industrial ecosystem.

These investments will be spread across 14 districts — Khordha, Dhenkanal, Jharsuguda, Koraput, Jajpur, Sambalpur, Keonjhar, Balangir, Puri, Cuttack, Sundargarh, Ganjam, Jagatsinghpur, and Mayurbhanj — ensuring balanced regional development and widespread employment generation.

Key Projects Driving the Momentum

In the energy storage and advanced manufacturing sector, CESC Green Power Limited will set up a Battery Energy Storage Systems (BESS) facility in Dhenkanal with an investment of ₹683.83 crore, creating 153 jobs.

AVP Star Private Limited will establish a state-of-the-art Lab Grown Diamond manufacturing unit in Khordha with ₹500 crore investment and 500 jobs.

The textiles and apparel sector emerged as a major employment driver. Nandraj Textiles Private Limited’s apparel manufacturing unit in Khordha alone will generate a massive 10,306 jobs with an investment of ₹168.64 crore — the single largest employment creator in this clearance.

Shahi Exports Private Limited will set up a knitted garments unit in Sambalpur (₹145.50 crore, 1,840 jobs), while Maa Taratarini Textile Park Private Limited will develop an integrated textile project in Ganjam (₹70 crore, 350 jobs).

Odisha’s tourism and hospitality sector received a significant push with several premium projects. Swosti Premium Limited will build a 5-Star resort in Koraput (₹250 crore, 480 jobs).

Other notable approvals include SNM Hotels & Resorts Private Limited (resort in Koraput, ₹133.34 crore, 173 jobs), Sri Eco Resorts (eco-resort and water amusement park in Keonjhar, ₹105.60 crore, 240 jobs), Sailabala Infrastructure Private Limited (resort in Puri, ₹92.80 crore, 170 jobs), Suryo Udyog Limited (4-star hotel in Jagatsinghpur, ₹70 crore, 240 jobs), Pratyaksh Hotel & Resorts Private Limited (resort in Koraput, ₹70 crore, 170 jobs), Leharsh Exports & Services Private Limited (resort in Sundargarh, ₹60 crore, 200 jobs), and Prachi Enterprises (eco-resort and water amusement park in Mayurbhanj, ₹52 crore, 150 jobs).

In steel, metal downstream and industrial manufacturing, JSW Severfields Structures Limited will establish a steel fabrication unit in Jajpur (₹215 crore, 1,400 jobs). Koshal Ceramics Private Limited will expand its refractory bricks and monolithic products facility in Jharsuguda (₹275.07 crore, 1,000 jobs).

Envirocare Infrasolution Private Limited will set up a unit for colour-coated steel sheets, GI sheets and structural components in Sundargarh (₹81 crore, 500 jobs), and Bishnu Steel will launch a stainless-steel pipe manufacturing unit in Khordha (₹51.83 crore, 90 jobs).

Logistics and infrastructure will also get a boost through M.S. Infraengineers Private Limited’s warehousing-cum-logistic park in Sambalpur (₹112.52 crore, 500 jobs) and Inex Eco Logistics’ facility in Balangir (₹103.20 crore, 225 jobs).

Consumer products, food processing and emerging manufacturing saw strong traction as well. Hindustan Coca-Cola Beverages Private Limited will expand its aerated drinks facility in Khordha (₹300 crore, 990 jobs). Other approvals include Jai Bhawani Foods Private Limited’s bar soap unit in Cuttack (₹92 crore, 300 jobs), Lithros Batteries India Private Limited’s EV vehicles, batteries and inverter unit in Khordha (₹60 crore, 350 jobs), Jaasper Eco Products Private Limited’s corrugated box unit in Khordha (₹51 crore, 100 jobs), and Ekansh Agro Food Products Private Limited’s food processing unit in Khordha (₹50 crore, 370 jobs).

Collectively, these 24 projects not only reaffirm Odisha’s emergence as a preferred investment destination in Eastern India but also underscore the effectiveness of the state’s Single Window Clearance System in delivering time-bound, investor-friendly approvals.

With a sharp focus on employment-intensive, sustainable, and regionally balanced industrial growth, the Government of Odisha continues to translate its vision into visible, transformative action.
