Odisha Sets Up State Transgender Welfare Board for Inclusive Growth

In a significant step towards fostering equality and inclusion, the Odisha Government has formed the State Transgender Welfare Board, aiming to protect and uplift the transgender community.


The Department of Social Security & Empowerment of Persons with Disabilities (SSEPD) formally announced this initiative, marking a milestone in social welfare.

According to the SSEPD Department’s official notification, the Board is designed to safeguard the rights of transgender individuals under the Transgender Persons (Protection of Rights) Act, 2019. The initiative focuses on rehabilitation, education, employment, housing, and healthcare access to ensure comprehensive support for transgender individuals across the state.


Board Composition & Responsibilities

The 15-member board is structured to drive impactful policies and ensure execution at the grassroots level.

  • Leadership: SSEPD Minister Nityananda Gond serves as Chairman, with the SSEPD Secretary as Vice Chairman, and the Department Director as Member Secretary.
  • Representation: Members include various government agencies, two representatives from the transgender community, three rotating district collectors, and two NGOs working for transgender welfare.
  • Policy & Implementation: The board will develop guidelines, monitor welfare programs, conduct surveys, and propose schemes to promote social equity.
  • Guidance for Transgender Individuals: It will provide essential assistance on education, employment, healthcare access, and rights protection.

A Step Towards Inclusion

With a three-year mandate, the Board is expected to streamline welfare policies while coordinating efforts between the State and Central Governments. It will hold quarterly meetings to assess progress, address challenges, and introduce new reforms supporting transgender rights.

The Odisha Government’s proactive initiative represents a transformative move towards gender inclusivity and empowerment, ensuring equal opportunities and social dignity for the transgender community.
