Odisha Promotes and Transfers 16 OAS Officers Including Manoj Kumar Padhi as Higher Education Special Secretary

In a significant bureaucratic overhaul, the Odisha government has announced the promotion and transfer of 16 Odisha Administrative Service (OAS) officers, including key appointments across various departments. Manoj Kumar Padhi has been appointed as the Special Secretary in the Higher Education Department, as per a notification issued by the General Administration Department.


Dr. Shweta Kumar Das, previously serving as Secretary of the Cuttack Development Authority (CDA), has been transferred to the position of Additional Secretary in the Odia Language, Literature, and Culture Department.

In another directive from the state government on Thursday, Piyushkant Pani, Director in the Finance Department, has been reassigned as Additional Commissioner in the Transport Office located in Cuttack. Meanwhile, Sabir Kumar Panda, Sushant Kumar Panda, and Gayatri Pattnaik have been posted as Additional Secretaries in the Cooperative Department.

Satyanarayan Panda has been transferred to the Finance Department as Additional Secretary. Phalguni Sahay Nayak will take up the role of Additional Secretary in the Skill Development and Technical Education Department. Shrikant Kumar Behuria has been appointed as Additional Secretary in the Revenue Department, while Smita Mohanty joins the Odia Language, Literature, and Culture Department in the same capacity. Ramesh Chandra Panda has been moved to the Energy Department as Additional Secretary.

Further appointments include Suraj Kumar Pattnaik as Additional District Magistrate (ADM) in Sundargarh, Sucheta Mahapatra as General Manager of the Odisha Agro Industries Corporation (OAIC), Harpriya Das as Joint Director of the Directorate of Technical Education and Training (DTET) in Cuttack, Priyabrat Padhi as Additional Secretary in the Odisha Subordinate Staff Selection Commission, Amiya Kumar Raut as Personal Secretary to the Government Chief Whip, and Bijayalaxmi Patsani as Secretary in the School and Mass Education Department.

This reshuffle is expected to streamline administrative functions and enhance efficiency in key sectors such as education, finance, and cooperative services.
