The Odisha government has issued a stern security directive as Biju Janata Dal (BJD) prepares to stage a gherao at Lok Seva Bhawan on July 16, 2025 over the tragic death of a female student from Fakir Mohan (Autonomous) College in Balasore, who allegedly attempted self-immolation due to sexual harassment and succumbed during treatment on July 14.
The notice, signed by Special Secretary R.K. Sharma, IPS, outlines stringent measures to manage the anticipated unrest. Effective from 9:30 A.M. on July 16, the front gates of Lok Seva Bhawan will close, with access restricted to the rear gate and the connecting passage between Red Building and Main Lok Seva Bhawan. Security checks on identity cards and passes will be intensified, and vehicle entry will require valid authority.
Government officials, including those at Kharavela Bhawan, Rajiv Bhawan, Krushi Bhawan, and the Heads of Department Building, are urged to arrive early to ensure smooth operations.
The directive also mandates immediate reporting of any incidents to the Special Secretary, Home Department (Phone: 0674-2536761), with the Additional DCP, Secretariat (Phone: 0674-2322522), available for support. Staff are instructed to remain at their desks and avoid unnecessary movement. Visitors must have prior appointments, and those without are asked to leave the post-meeting to avoid congestion.
