The Government of Odisha’s School and Mass Education Department has released a comprehensive resolution outlining the transfer and posting policy for officers (excluding teachers) under its jurisdiction.
The guidelines are designed to promote fairness, prevent stagnation, and align with the broader transfer norms of the General Administration and Public Grievance Department.
Key highlights include:
- Annual transfer season set from April 15 to June 15, with exceptions requiring higher authority approval.
- Avoidance of home district postings, especially within the officer’s home block.
- Minimum tenure of 3 years at a station before eligibility for transfer; maximum of 6 years at the same station.
- Officers serving 5 years in KBK, Gajapati, Kandhamal, and Boudh must be rotated to other districts, and vice versa after 10 years.
- Transfers upon promotion are mandatory.
- Persons with Disabilities (PwDs) will receive posting preference based on medical certification.
- Spouses in government service may be posted to the same or nearby stations.
- Officers nearing retirement within 2 years may remain at current postings or be moved to home districts.
- All transfers will be reviewed by committees headed by Special Additional Secretaries, ensuring suitability and administrative necessity.
The resolution will be published in the extraordinary issue of the Odisha Gazette, and copies will be circulated to all relevant departments and district education offices.
