Odisha Govt Tells High Court Probe Complete in Nepali Student’s Death at Private University; Chargesheet Filed, Next Hearing on Dec 2

The Odisha government on Wednesday informed the Orissa High Court that the investigation into the death of a Nepali girl student at KIIT University has been completed and that the chargesheet has been formally filed in the case. The accused has already been arrested, officials told the court.


Govt Confirms Completion of Probe

According to sources, the State government conveyed that the police investigation—initiated after the incident on February 16—has now concluded. The chargesheet has been submitted before the competent court.

Meanwhile, the petitioner has requested the High Court’s permission to include KIIT University as a party to the proceedings. The court has listed the matter for the next hearing on December 2, when both sides will be heard.

Background of the Case

The death of the Nepali student earlier this year triggered significant concern and public scrutiny due to the sensitive circumstances surrounding the incident. A police case was registered soon after, and the accused was taken into custody.

Following the incident, the Higher Education Department set up a high-level committee to examine the circumstances leading to the student’s death.

Petition for Further Inquiry

Social activist Pratap Mohanty filed a public interest litigation (PIL) alleging that several aspects of the case remain unexamined. The PIL seeks a deeper probe and accountability from all concerned authorities.

NHRC Seeks Detailed Response

On November 21, the National Human Rights Commission (NHRC) sought a detailed response from Odisha Chief Secretary Manoj Ahuja regarding the incident.
The NHRC had earlier written to the State on November 11, directing that an action taken report (ATR) be submitted within 15 days of receiving the notice.

The matter remains under judicial consideration as the High Court prepares to examine submissions from all parties on December 2.
