The Odisha Government directed all universities and aided colleges to strictly follow the University Grants Commission (UGC) 2018 regulations for recruiting Assistant Professors (Stage-I).
The Higher Education Department issued the order on September 9, 2024, sending the circular to vice-chancellors, registrars, and college principals.
The directive emphasised that minimum qualifications such as NET, SET, or Ph.D. must be applied without exception. It mandated transparent selection committees, adherence to evaluation standards, and respect for the dignity of faculty positions. The government clarified that these rules apply equally to appointments under the state scale.
Officials highlighted that all UGC circulars and instructions must be fully implemented. They warned that any deviation would invite disciplinary action against the responsible authorities. The department stressed that strict compliance will ensure merit-based recruitment and improve the quality of higher education in Odisha.
The government noted that UGC regulations have been repeatedly directed for nationwide implementation since 2018. Odisha’s latest circular reinforces this mandate, aiming to align state institutions with national standards. Educationists welcomed the move, saying it will raise academic quality and provide fair opportunities for qualified candidates.
The order applies immediately to ongoing and future recruitment processes. The Higher Education Department confirmed regular monitoring will be conducted to ensure compliance.
