The Odisha government has transferred 40 senior Odisha Administrative Service (OAS) officers and assigned them new roles.
As per the notification issued by the General Administration and Public Grievance Department, the following 40 senior OAS officers have been transferred:
1. Bijay Kumar Khandayat Ray, OAS (SS), Director, Land Records & Survey, Odisha, Cuttack and deputed to the High Court Establishment, in addition to his own duties, is transferred and posted as Secretary, Odisha Public Service Commission (OPSC), Cuttack.
2. Mrunal Kanti Das, OAS (SS), Additional Director, NHM, Bhubaneswar is transferred and posted as Commissioner. Settlement & Consolidation. Bhubaneswar.
3. Nigamananda Panda, OAS (SS), Special Secretary to Government, GA & PG Department and deputed to OPSC as Officer on Special Duty is transferred and posted as Director, Land Records & Survey, Odisha, Cuttack.
4. Indramani Nayak, OAS (SS), Additional Commissioner, Transport, Odisha, Cuttack is transferred and posted as Secretary, State Election Commission, Odisha. Bhubaneswar.
5. Ashok Kumar Behera, OAS (SS), Executive Director (P&A), OMC, Bhubaneswar is transferred and posted as Director, Export, Promotion & Marketing (EPM), Odisha, Bhubaneswar.
6. Soudamini Sethi, OAS (SS), Special Secretary to Government, Steel & Mines Department is transferred and posted as Special Secretary to Government. PR & DW department.
7. Tapiram Majhi, OAS (SS), Additional Commissioner, Settlement and Consolidation in the Office of RDC (ND), Sambalpur is transferred and posted as CEO, Western Odisha Development Council (WODC), Bhubaneswar on foreign service terms & conditions.
8. Manas Ranjan Padhi, OAS (SAG), Additional Secretary to Government, General Administration & Public Grievance Department is transferred and posted as Secretary, Bhubaneswar Development Authority (BDA), Bhubaneswar on foreign service terms & conditions.
9. Bikramaditya Barik, OAS (SAG), Additional Government, HT & H Department is transferred and posted Commissioner, Settlement & Consolidation, Jajpur. Secretary to as Additional \ .N_r-
10. Sravani Patnaik, OAS (SAG), Additional Secretary, ORERA, Bhubaneswar, is posted as Secretary, Odisha Real Estate Regulatory Authority, Bhubaneswar on foreign service terms & conditions.
11. Umakanta Raj, OAS (SAG), Additional District Magistrate, Cuttack is transferred and posted as Additional Secretary to Government, Finance Department.
12. Sahadev Samadhia, oAS (sAG), Ex-Registrar, Maharaja Sriram Chandra Bhanja Deo University, Baripada, now joined in the GA & PG Department is posted as Additional Secretary to Government, H & UD Department with addl. Charge of G.M. CRUT and G.M.. BMRCL.
13. Alomani Sethi, OAS (SAG), Additional District Magistrate, Koraput is transferred and posted as Additional Secretary to Government, Revenue & DM, Department.
14. Suvendra Kumar Samal, OAS (S), Additional District Magistrate, Jalpur UoT as Additional District Magistrate, Bhadrak is now posted as CDO-cum-EO, Zilla Parishad, Bhadrak. The posting of Sri Suvendra Kumar Samal, OAS (S) as Additional District Magistrate, Bhadrak, made vide the GA & PG Department Notification No.747lSCS dtd 07.O1.2025, is hereby cancelled.
15. Daridrabhanjan M.M. Patra, OAS (S), Joint Secretary to Government, Agriculture & FE Department UoT as Settlement Officer, BalasoreMayurbhanj Major Settlement, Baripada is allowed to continue as Joint Secretary to Government, Agriculture & FE Department. The posting of Sri Daridrabhanjan M.M. Patra, OAS (S) as Settlement Officer, Balasore-Mayurbhanj Major Settlement, Baripada, made vide the GA & PG Department Notification No.28646/SCS dated 25.09.2024, is hereby cancelled.
16. Jayashree Mallick, OAS, Ex-PA, ITDA, Champua, Keonjhar, now joined in the GA & PG Department is posted as Joint Secretary to Government, PR & DW Department.
17. Saroj Kumar Dutta, OAS (S), CDO-cum-EO, Zilla Parishad, Bhadrak is transferred and posted as Additional District Magistrate, Bhadrak. ln exercise of powers conferred under Sub Section-2 of Section-14 of the Bharatiya Nagarik Suraksha Sanhita, 2023, the State Government do hereby appoint Sri Saroj Kumar Dutta, OAS (S), as the Additional District Magistrate, Bhadrak in the district of Bhadrak.
18. Debadutta Panda, OAS (S), Ex-CDO-cum-Eo, Zilla Parishad, Nayagarh, now joined in the GA & PG Department, is posted as Additional District Magistrate, Ganjam. In exercise of powers conferred under Sub Section-2 of Section-14 of the Bharatiya Nagarik Suraksha Sanhita, 2023, the State Government do hereby appoint Sri Debadutta Panda, OAS (S), as the Additional District Magistrate, Ganjam in the district of Ganjam.
19. Binod Kumar Senapati, OAS (S), Joint Director (Admin.), Agriculture & Food Production, Odisha, Bhubaneswar is transferred and posted as Additional District Magistrate, Rairangpur, Mayurbhanj. ln exercise of Dowers conferred under Sub Section-2 of Section-14 of the Bharatiya Nagarik Suraksha Sanhita, 2023, the State Government do hereby appoint Sri Binod Kumar Senapati, OAS (S), as the Additional District Magistrate, Rairangpur in the district of Mayurbhanj.

22. lpsita Priyadarshini Mishra, OAS (S), Joint Commissioner, Cuttack Municipal Corporation (CMC), Cuttack is transferred and posted as Additional District Magistrate, Cuttack. 23. Dillip Kumar Maharana, OAS (S), Additional Executive Officer, Zilla Parishad, Kalahandi UoT as Additional District Magistrate, Bhadrak, is now posted as Secretary, PKDA, Puri on foreign service terms & conditions. The posting of Sri Dillip Kumar Maharana, OAS (S) as Additional District Magistrate, Bhadrak, made vide the GA & PG Department Notification No.757lSCS dated 07.01.2025, is hereby cancelled.
24. Baranyendu Mohanty, OAS (S), Ex-Sub Collector, Angul UoT as Additional E.O., Zilla Parishad, Balasore, is now posted as Joint Commissioner, CMC, Cuttack on foreign service terms & conditions. The posting of Sri Baranyendu Mohanty, OAS (S) as Additional E.O., Zilla Parishad, Balasore, made vide the GA & PG Department Notification No.760/SCS dated 07.O1.2025, is hereby cancelled.
25. Jyoti Sankar Ray, OAS (S), Sub-Collector, Cuttack is transferred and posted as Additional District Magistrate, Jagatsinghpur. 29. Somanath Majhi, OAS (S), Joint Commissioner, Excise, Odisha, Cuttack is transferred and posted as Additional District Magistrate, Gajapati. 31. Ramesh Kumar Jena, OAS Gr. A (SB), BDO, Badamba is transferred and posted as Sub-Collector, Rayagada. In exercise of the power conferred under Sub Section-4 of Section-14 of the Bharatiya Nagarika Suraksha Sanhita, 2023, the State Government do hereby appoint Sri Ramesh Kumar Jena, Gr A (SB), as the Sub-Drvisional Magistrate, Rayagada in the district of Raypgada.
