Odisha Govt Transfers Senior OAS Officers Across Key Districts

The Government of Odisha has issued a fresh notification announcing the transfer and posting of several senior officers in the Odisha Administrative Service (OAS).


The reshuffle, aimed at strengthening district-level governance, includes appointments to key positions across Bargarh, Mayurbhanj, Keonjhar, and Bhubaneswar.

As per Notification No. 30686/SCS, Shri Sangram Sekhar Panda, OAS (SAG), Registrar (Administration) at MKCG Medical College & Hospital, Berhampur, has been appointed as Additional District Magistrate (ADM), Padampur in Bargarh district. His posting is made under Sub-Section-2 of Section-14 of the Bharatiya Nagarik Suraksha Sanhita, 2023.

In a similar move, Shri Dukhabandhu Nayak, OAS (S), Joint Secretary to the Government in the Higher Education Department, has been posted as ADM, Mayurbhanj (Notification No. 30687/SCS).

Shri Paresh Kumar Nayak, OAS (S), Deputy Commissioner (Enforcement), Bhubaneswar Development Authority, has been transferred and posted as Joint Secretary to the Government in the Higher Education Department (Notification No. 30688/SCS).

Additionally, Shri Yudhistir Meher, OAS Gr.A (SB), formerly BDO of Boudh, has been posted as Additional Sub-Collector, Anandpur in Keonjhar district. His earlier appointment as Registrar of Indira Gandhi Institute of Technology (IGIT), Sarang, has been cancelled. Similarly, the posting of Shri Mani Prasad Misra, OAS Gr.A (SB), as Additional Sub-Collector, Anandapur, has also been revoked.

All officers concerned are deemed to be centrally relieved from their current postings effective September 10, 2025 (afternoon), and have been directed to join their new assignments immediately without availing joining time.

The notification was issued by Ghasiram Murmu, Special Secretary to the Government, under the authority of the Governor.
