In a bid to strengthen governance in Urban Local Bodies (ULBs), the Odisha government has rolled out new measures aimed at ensuring punctuality, professionalism, and transparency among officials.
Principal Secretary of Housing & Urban Development, Smt Usha Padhee, has issued a directive mandating biometric attendance for all ULB staff and Executive Officers (EOs). The initiative seeks to institutionalize discipline and ensure efficient public service delivery.
Additionally, the directive includes the installation of CCTV surveillance systems within offices to monitor staff conduct and public interactions, reinforcing trust in local governance.
“The time has come for a cultural shift in governance — one that reflects integrity, responsiveness, and efficiency. Punctuality and professional behavior should be non-negotiable,” stated Smt Padhee.
Director Municipal Administration (DMA) Arindam Dakua will oversee the implementation of these measures to ensure compliance across ULBs, aligning with the state’s commitment to citizen-centric governance.
