As the threat of a severe cyclone looms, the Odisha Government has mounted a massive preparedness campaign to prevent loss of life and minimize damage to property.
Across the state, multiple critical departments have been placed on high alert, and 24-hour control rooms have been activated to coordinate what is shaping up to be a sprawling emergency response operation.
The government’s strategy relies on seamless coordination among departments including Agriculture, Energy, Fisheries, Panchayati Raj, Rural Development, and Water Resources, alongside specialized forces like the Fire Services and the Odisha Disaster Rapid Action Force (ODRAF).
Securing Livelihoods: Agriculture and Fisheries
To mitigate economic losses, the Agriculture and Farmers’ Empowerment Department has issued urgent advisories to farmers. Those with paddy crops at 80–85 percent maturity are urged to harvest immediately and store their yields under polythene sheets. Farmers are also instructed to clear drainage channels to prevent waterlogging and suspend the use of fertilizers and pesticides.
Meanwhile, the Fisheries and Animal Resources Development Department has issued a strict recall for all fishermen at sea, directing them to return to the coast by October 24. At the block and district levels, rapid response teams are stocking veterinary hospitals with emergency medicines, vaccines, and animal feed to safeguard livestock.
Safeguarding Infrastructure and Power
Anticipating severe infrastructure damage, the Energy Department has mobilized power distribution companies to activate their disaster management plans. Essential equipment—including poles, transformers, and wires—has been pre-positioned for rapid repairs. A central 24-hour control room under GRIDCO is currently coordinating efforts across OPTCL, SLDC, and distribution companies to ensure minimal power disruptions.
The Rural Development and Water Resources Departments are closely monitoring river embankments and reservoir levels to control potential flooding. Nodal officers have been appointed to oversee the immediate clearing of roads and debris using pre-deployed heavy machinery.
Rescue and Relief Operations
At the forefront of the rescue strategy is the Panchayati Raj and Drinking Water Department, which is prioritizing the evacuation of residents living in vulnerable kutcha houses. Relief corridors are being established, and water supply systems in low-lying areas have been fortified.
Spearheading the physical rescue operations, ODRAF has been placed on the highest level of alert. Operating out of a 24-hour control room at the SAP Building in Bhubaneswar, ODRAF units are standing by with inspected tree-cutting equipment, tower lights, and inflatable boats. Fire Services teams are similarly equipped and ready for immediate deployment.
The State Government has issued a firm directive to all officials: no one is to leave their headquarters without prior permission.
With all hands on deck, Odisha is preparing to face the impending storm with resilience and a heavily coordinated action plan.
