Odisha to Reactivate Electoral Literacy Clubs Statewide; DEOs Told to Submit Report by Aug 19

In a decisive push to strengthen democratic values among the youth, the Chief Electoral Officer (CEO), Odisha, has directed all District Election Officers (DEOs) to immediately revive and expand Electoral Literacy Clubs (ELCs) across every Assembly Constituency in the state.


The order, issued on 3 August 2026 by Deputy CEO-cum-Deputy Secretary Dr Laxmi Prasad Sahu, comes in the backdrop of the Election Commission of India’s renewed focus on youth engagement, electoral awareness, democratic participation and countering misinformation. Despite earlier instructions issued in June 2026, the progress of ELCs across districts has been found unsatisfactory.

DEOs have been asked to constitute or revive ELCs in government and private schools, Kendriya Vidyalayas, Sainik Schools, Jawahar Navodaya Vidyalayas, universities, colleges and other higher educational institutions. Students of Classes IX to XII in schools and those in the 18-25 age group in colleges will form the core of these clubs.

Key measures directed include:

  • Designating an ELC Coordinator or Nodal Teacher/Professor in every institution and appointing Campus Ambassadors on a rotational basis
  • Organising regular activities on constitutional values, the role of the Election Commission, electoral roll preparation and updation, voter registration, Special Intensive Revision (SIR), EVM-VVPAT demonstrations, mock polls, quizzes, debates and essay competitions
  • Encouraging eligible students to file advance applications in Form-6
  • Promoting ethical voting and creating awareness against fake news and misinformation
  • Integrating ELC activities with digital and social media platforms

Crucially, an ELC Coordinator will be appointed at the Assembly Constituency level to monitor activities, share best practices and ensure accountability. Certificates of participation will be issued to active members, and outstanding clubs will be recognised for innovative initiatives.

DEOs must furnish a detailed report on ELC activities conducted during the ongoing Special Intensive Revision period to the CEO’s office by 19 August 2026. The current status of active ELCs is also required to be uploaded on a designated Google Drive link.

The directive underscores the urgency of building a more informed and responsible young electorate ahead of future elections. By taking democracy into classrooms and campuses, Odisha aims to turn passive observers into active participants in the world’s largest democracy.
