Odisha Cabinet Approves ₹1,140 Crore OSDP Phase II for World Skill Center Expansion and ITI Upgrades

In a landmark move to build a future-ready workforce, the Odisha State Cabinet, chaired by Chief Minister Mohan Charan Majhi, has approved Phase II of the Odisha Skill Development Project (OSDP).


This ambitious five-year initiative, spanning 2025-26 to 2029-30, is set to transform the state’s skill ecosystem with financial assistance from the Asian Development Bank (ADB), positioning Odisha as a premier hub for advanced, industry-aligned skilling.

Building on the successes of Phase I (2019-2024), which established the World Skill Center (WSC) in Bhubaneswar and introduced international benchmarking, leadership programs, and improved performance in national and international skill competitions, the new phase aims to deepen industry linkages and expand access to cutting-edge skills. The project will focus on emerging sectors, ensuring wider reach and fostering global competitiveness.

Key highlights of OSDP Phase II include the expansion of the World Skill Center at Bhubaneswar, introducing new courses in logistics, digital animation, and healthcare. Additionally, four new campuses will be established:

  • Campus II in Bhubaneswar, dedicated to the aerospace sectors.
  • Campus III in Berhampur, focusing on semiconductors, IT, and ITeS.
  • Campus IV in Sambalpur, targeting agri-tech, renewable energy, hospitality, and marine sectors
  • Campus V in Rourkela, emphasising retail and visual merchandising.

In parallel, five Government Industrial Training Institutes (ITIs) will be upgraded as “Uttarkash ITIs” with enhanced intake capacities, new-age trades, and stronger industry partnerships. A structured roadmap will strengthen all 72 Government ITIs across the state, supported by global standards and quality assurance.

To ensure excellence, Odisha will collaborate with reputed knowledge partners such as Singapore’s Institute of Technical Education Services (ITEES) for benchmarked expertise in curriculum design, assessment systems, faculty development, and industry-recognised certifications. This partnership will emphasise institutional transformation, employability, career progression, and global mobility.

Once fully operational, the project is expected to benefit over 60,000 youth annually, with a special focus on increasing participation from girls, Scheduled Castes (SC), Scheduled Tribes (ST) communities, Divyangjan (persons with disabilities), and Particularly Vulnerable Tribal Groups.

The total approved outlay for the project stands at ₹1,140 crore, implemented over five years through a 50:50 funding arrangement. This includes ₹570 crore as loan assistance from the ADB and an equal amount from the State Budget.

This initiative aligns with Odisha’s long-term visions for 2036 and 2047, aiming to create a modern, resilient skill development ecosystem that drives economic growth and inclusivity. Experts believe this expansion will not only address skill gaps in high-demand sectors but also position Odisha as a leader in India’s skilling landscape.
