Odisha Cabinet, led by Chief Minister Mohan Charan Majhi, approved 12 proposals from 10 departments during its 35th meeting at Lok Seva Bhawan in Bhubaneswar.
These proposals included the Odia Language, Literature and Culture Department, Industries Department, Water Resources Department, Labour and State Insurance Department, Science and Technology Department, Law Department, Cooperation Department, Commerce and Transport Department, Steel and Mines Department, and Parliamentary Affairs Department.
In addition, two proposals from the General Administration and Public Grievances Department were approved. Among these was the approval for convening the sixth session of the seventeenth Legislative Assembly beginning on February 17.
Approval of State Cooperative Policy 2026
The Cabinet approved the “State Cooperative Policy 2026” presented by the Cooperation Department. This policy aims to transform the cooperative sector into a technology-driven, efficient, and member-centric system, contributing to inclusive development in the state. It aligns with the Prime Minister’s vision of “Prosperity through Cooperation” and follows the National Cooperative Policy announced in July 2025.
The policy focuses on strengthening Primary Agricultural Cooperative Societies (PACS), LAMPCS, cooperative banks, marketing and processing societies, dairy, tribal, handloom, fisheries, and housing cooperatives. Its objectives include providing a stable legal and financial framework, modernising cooperative structures, ensuring transparency and accountability, turning PACS into multi-service centres, enhancing member participation, promoting financial inclusion and digital services, encouraging value addition and market linkages, and building capacity through training.
The policy emphasises strengthening grassroots cooperatives, digital transformation, diversification, member empowerment, financial stability, and governance reforms. It seeks to provide reliable services to farmers, women, weaker sections, and rural communities, increase economic activities at the village level, improve credit flow, crop insurance coverage, marketing efficiency, and value chain integration. The government expects this policy to give Odisha’s cooperative movement new momentum and direction, fully aligned with Odisha Vision 2036 and India Vision 2047. The policy will remain effective until 2036.
Continuation of International Flights
The Cabinet approved the continuation of international flights from Bhubaneswar to Singapore and Dubai with viability gap funding (VGF) support until March 2026. This ensures global connectivity, supports Odia migrants, and strengthens aviation-led economic growth. Indigo operates these routes. VGF support will be withdrawn for the Bangkok and Abu Dhabi routes.
Kalyani Group’s Integrated Manufacturing Complex
The Cabinet approved Kalyani Group’s integrated automotive, aerospace, and defence manufacturing complex in Dhenkanal district. Spread over 1,100 acres, the Rs 17,250 crore project will include multiple production units and vendor parks. It will generate over 20,000 jobs in the long term and reduce import dependence in strategic materials like titanium and speciality steel.
State Science and Technology Council Scheme
The Cabinet approved the State Science and Technology Council Scheme with an estimated cost of Rs 254.85 crore for five years. The scheme promotes research, innovation, and scientific awareness among students and institutions, supporting R&D and building skilled manpower.
Diversion Weirs Improvement Scheme
The Cabinet approved the Diversion Weirs Improvement Scheme with Rs 362 crore for three years. The scheme will repair and modernise irrigation structures, restore lost ayacut, and improve water efficiency.
Other Decisions
The Cabinet also approved amendments to professional service recruitment rules, the adoption of Odisha Uniformed Services Selection Commission Rules 2026, and amendments to Odisha Superior Judicial Service and Judicial Service Rules 2007.
