The Odisha Cabinet has approved key amendments to the Odisha Labour Service (Method of Recruitment and Conditions of Service) Rules, 2019, in a move aimed at improving administrative efficiency and addressing long-pending service concerns of officers.
Relief for Assistant Labour Officers and Inspectors
As per the official statement, the revised rules grant exemption from departmental examinations to Assistant Labour Officers (ALOs) and Rural Labour Inspectors (RLIs) who were appointed before the 2019 rules came into effect.
This decision enables eligible officers to be regularised into the Odisha Labour Service. It also makes them eligible for promotions to higher posts, removing procedural barriers that had delayed career progression for several years.
Focus on Fairness and Career Growth
The amendment is expected to create a more inclusive and supportive work environment by recognising the experience and service of existing personnel. Officials believe this step will improve morale and ensure equitable opportunities for career advancement.
At the same time, it is likely to strengthen workforce management within the Labour Department by streamlining recruitment and promotion processes.

In addition to service-related changes, the Cabinet has updated key legal references within the rules to align with recently enacted national legislation.
The revisions include:
- Replacement of the Indian Penal Code, 1860 with the Bharatiya Nyaya Sanhita, 2023
- Replacement of the Indian Evidence Act, 1872 with the Bharatiya Sakshya Adhiniyam, 2023
- Replacement of the Code of Criminal Procedure, 1973 with the Bharatiya Nagarik Suraksha Sanhita, 2023
These updates ensure consistency between state-level regulations and the modernised legal framework introduced across India.
