Odisha Accelerates ‘Vikashit Anugola’ with Mega Rail, Road & Tourism Projects

In a high-level meeting held today at Kharavela Bhawan, Odisha’s Chief Secretary, Anu Garg, IAS, chaired a secretaries-level review focused on strengthening good governance and outcome-based administration across the state.


The meeting was attended by Development Commissioner-cum-Additional Chief Secretary Deoranjan Kumar Singh, Additional Chief Secretaries, and senior secretaries from various departments. Discussions centred on accelerating scheme implementation, enhancing transparency, and making administration more citizen-centric.

Rapid Assessment & Jan Bishwas Bill-2026 in Focus

Principal Secretary, Finance, Sanjeev Kumar Mishra, briefed the participants on the proposed “Rapid Survey Based Assessment” mechanism. This new system aims to provide quick, evidence-based feedback on ground-level implementation of government schemes, enabling faster course correction, policy refinement, and better outcomes.

The meeting also reviewed progress on the Jan Bishwas Bill-2026, deregulation initiatives in industries to cut unnecessary approvals and procedural delays, filling of vacant posts, and clearance of pending government electricity bills.

Spotlight on ‘Bikashita Anugola’ A major highlight of the meeting was the detailed presentation by Angul District Collector Abdulla M. Akhtar on 26 critical infrastructure and development projects aimed at transforming Angul into a developed district.

Key projects discussed include:

  • Construction of a 112.56 km external railway corridor from Budhapank via Tentuloi to Luburi and a 50 km internal railway corridor from Putugadia to Tentuloi — expected to significantly boost coal and mineral transportation, benefiting industry across the state and country.
  • Upgradation of NH-53 and NH-149.
  • Talcher-Bimalagada rail connectivity.
  • Development of National Waterway-5.
  • Five mega pipe water supply projects to be commissioned between March and December 2027.
  • Expansion of the Aluminium Park.
  • Full operationalisation of Pabitr Mohan Medical College & Hospital.
  • Development of Malyagiri-Rengali-Manjore Eco-Tourism Circuit.
  • World-class tourism development at Satkosia.

These initiatives are expected to drive industrial growth, improve connectivity, ensure better healthcare and drinking water access, and position Angul as a model developed district.

CS Garg directed all departments to maintain momentum on these priority projects while ensuring efficient, transparent, and people-friendly governance.
