Nikunja Bihari Dhal, a distinguished 1993-batch IAS officer from the Odisha cadre, has been appointed as the Secretary of the Union Ministry of Parliamentary Affairs.

His appointment follows the retirement of Shri Umang Narula, a 1989-batch IAS officer from the AGMUT cadre, who superannuated on June 30, 2025.

The official notification confirming the appointment states: “Shri Nikunja Bihari Dhal, IAS (OR:93), presently in the cadre, is appointed as Secretary, Ministry of Parliamentary Affairs, vice Shri Umang Narula, IAS (AGMUT:89), upon his superannuation on 30.06.2025.”

Shri Dhal has held several key positions in the Odisha government, including serving as the Additional Chief Secretary to the Chief Minister and Chief Electoral Officer of Odisha. His extensive experience in governance and administration is expected to bring valuable insights to his new role at the Union Ministry.

As Secretary of the Ministry of Parliamentary Affairs, Shri Dhal will oversee crucial legislative processes, coordinate between the government and Parliament, and ensure the smooth functioning of parliamentary affairs. His leadership will be instrumental in facilitating effective communication between various stakeholders in the legislative framework.

With his vast expertise and administrative acumen, Shri Dhal’s appointment is anticipated to strengthen the ministry’s operations and contribute to efficient parliamentary proceedings in the country.
