The Odisha government has implemented a minor reshuffle in the Odisha Administrative Service (OAS) cadre, transferring two senior officers following the recent promotion of 15 officials.

According to a notification issued by the General Administration & Public Grievance Department on Tuesday, Subhananda Mohapatra, OAS (SAG), who was serving as Additional Secretary-cum-Officer on Special Duty (OSD) in the RSBY Cell of the Health & Family Welfare Department, has been reassigned as Additional Secretary in the Housing & Urban Development Department.

Similarly, Biswaranjan Nayak, OAS (SAG), previously posted as Chief Development Officer-cum-Executive Officer, Zilla Parishad, Jharsuguda, has been transferred and appointed as Additional Secretary to the Government in the Health & Family Welfare Department.

Both officers are relieved from their current positions with effect from July 9, 2025.

This reshuffle follows the promotion of 15 OAS officers on July 2, where seven officers in the Superior Administrative Grade (SAG) were elevated to the rank of Special Secretary (Level-17), and eight officers in the Super Time Scale were promoted to SAG (Level-16) on an ad-hoc basis, pending final recommendations from the Odisha Public Service Commission (OPSC).
