Human Sensitivity is Key to Effective Communication: ADG Akhil Mishra at IMPCC Ranchi Meet

Emphasizing that effective public communication must transcend administrative routine to build genuine human connections, Additional Director General (PIB Bhubaneswar & Ranchi) Akhil Kumar Mishra addressed representatives from various Central Government organizations during the Inter-Media Publicity Coordination Committee (IMPCC) meeting held today at the UIDAI Regional Office auditorium in Ranchi.


Organized by the Press Information Bureau (PIB), Ranchi, the meeting served as a collaborative platform for central government departments and public sector undertakings operating in Jharkhand to share major achievements, coordinate media strategies, and review key initiatives of public interest.

In his address, Mishra highlighted the vital role of human sensitivity in making government communication meaningful and impactful. Drawing a parallel to Franz Kafka’s The Metamorphosis, he cautioned against the loss of empathy in messaging, noting that without a genuine human connection, communication can quickly become an obstacle rather than a bridge.

He stressed that public outreach must actively dismantle barriers built by isolation, withdrawal, and alienation, ensuring that every government interaction respects and acknowledges the individual behind the query or need.

Digital Infrastructure, Transport, and Public Services

The conference featured comprehensive updates from key central institutions on their expansion and service delivery improvements across Jharkhand:

  • UIDAI: Rajarshi Dey, Director (Grievance), detailed the steady expansion of the Aadhaar network across the state, noting that dedicated Seva Kendras are operational in 14 districts as of September 2026, alongside Common Service Centre (CSC) Aadhaar Seva Kendras functioning across 22 districts.
  • South Eastern Railway (Ranchi Division): Assistant Commercial Manager Abhijit Biswas reported a 95.78% punctuality rate, the development of Amrit Bharat stations, 60 special train trips to handle passenger volume, and enhanced commuter assistance through the 139 helpline and the Rail One mobile application.
  • CISF (Airport Security Group): Amit Kumar confirmed the safe and seamless management of approximately 3,200 daily passengers at Ranchi Airport, supported by the integration of the Digi Yatra ecosystem for contactless travel.

Healthcare, Rural Development, and Energy Security

  • CGHS: Dr. Sundaram shared updates on expanding medical access, including over 30 empanelled hospitals in Ranchi, a new upcoming centre in Jamshedpur, and a proposed Ayurveda facility and diagnostic laboratory.
  • IOCL: Dr. Pradeep Paul highlighted fuel supply resilience managed during recent West Asia market volatility, along with the popularity of the 5-kg ‘Chhotu’ LPG cylinder and premium fuel variants (XP95/XP100).
  • NABARD: Amit Kumar outlined milestones in cooperative bank computerisation, the growth of Farmer Producer Organizations (FPOs), regional GI product promotions, and announced the upcoming Gramin Bharat Mahotsav in Ranchi scheduled from 11 to 20 September.

Media Outreach, Science, and Resource Exploration

Head of Akashvani News Unit Mahvish Rahman and Prabhu Sharan highlighted district-level broadcasts in regional languages covering cyber fraud prevention, misleading advertisement awareness, Lok Adalats, agriculture, and the Poshan Maah nutrition campaign. Diwakar Kumar from Doordarshan detailed extensive coverage on a decade of UPI, Pradhan Mantri Jan Dhan Yojana, Ayushman Bharat, and MMDR 2026 developments.

Scientific and research institutions also presented key developments:

  • Geological Survey of India (GSI): Sushri Shreya Shrey reflected on GSI’s 176-year history and highlighted ongoing mineral exploration in the region, including promising indications of lithium reserves in Koderma and graphite deposits in the Palamu-Latehar belt, accessible via the National Geoscience Data Repository.
  • Meteorological Department: Dr. Baburaj P.P. emphasized the operational role of 21 Automatic Weather Stations and rain-gauge networks enabling precise 7-day forecasts, 3-hourly nowcasts, and specialized agromet bulletins for farmers.
  • ICAR-NISA & SAIL: Dr. Niranjan Prasad outlined agricultural research and technology-transfer programs, while Ujjwal Bhaskar reviewed the operational milestones and strategic contributions of the Steel Authority of India Limited (SAIL).

The IMPCC meeting concluded with an interactive session attended by senior officials, including Director of the UIDAI Regional Office Neeraj Kumar, representative officers from Akashvani, South Eastern Railway, UIDAI, and the staff of PIB Ranchi, reinforcing a shared commitment to transparent, accessible, and empathetic public communication.
