In a major push toward doorstep governance and seamless public service delivery, the Odisha government is all set to roll out the ‘Seva Setu’ campaign across the state from October 1 to 10.
Anchored by the vision “From Citizen to Beneficiary—All Services Under One Roof,” this 10-day initiative aims to provide eligible citizens with quick, simplified, and direct access to essential Central and State government welfare schemes.
The ‘Seva Setu’ drive forms a core component of the month-long ‘Seva Sankalp’ campaign (observing September 17 to October 17) organised to mark the birthday of Hon’ble Prime Minister Shri Narendra Modi. State Coordinator for the campaign and Hon’ble Minister for Housing & Urban Development, Dr Krushna Chandra Mahapatra, announced details of the ambitious public outreach plan on Tuesday.
One-Stop Hubs at the Grassroots Level
Under the ‘Seva Setu’ initiative, block-level camps will be set up across every Assembly constituency in Odisha. These camps will serve as integrated service hubs where citizens can discover schemes they qualify for, register as beneficiaries, submit applications, and receive real-time assistance—all in a single visit.
To ensure long-term continuity beyond the campaign window, permanent ‘Seva Setu Kendras’ will also be established in every block and Assembly constituency.

Robust Infrastructure: Deployment of dedicated nodal officers, streamlined inter-departmental coordination, unified databases, and full logistical support at every camp.
“Service is a Mindset, Not Just a Program”
Highlighting the spirit behind the campaign, Dr Mahapatra emphasised that ‘Seva Setu’ is designed to reach the last person in society.
“Our endeavour is to further intensify public outreach and service activities so that the benefits of welfare schemes reach the last person in society,” Dr. Mahapatra stated. “Prosperity through service, development through resolve, and a developed Odisha through public participation leading to a developed India—this is our ultimate goal.”
He added that the state views this campaign not merely as a temporary event, but as a long-term commitment to changing the administrative culture:
“We do not view this campaign merely as a programme; it is a mindset, a responsibility, and a long-term resolve. We aim to create a new environment of service in every block, panchayat, and village of Odisha.”
What Citizens Can Expect
From October 1 to 10, local residents can visit designated ‘Seva Setu’ camps in their respective blocks to:

Detailed schedules and program calendars for each block and constituency have been released locally. Citizens are encouraged to visit their nearest block office or ‘Seva Setu’ camp between October 1 and October 10 to avail of these services.
