ECI Overhauls Index Card System to Enhance Electoral Transparency

The Election Commission of India (ECI) has implemented a cutting-edge, technology-driven system to expedite the generation of Index Cards and statistical reports post-election.


Under the leadership of Chief Election Commissioner Shri Gyanesh Kumar and Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi, the revamped mechanism replaces traditional manual methods, ensuring seamless data integration and rapid accessibility.

The Index Card—an essential non-statutory statistical reporting format—has been modernised to cater to a wide range of stakeholders, including researchers, journalists, policymakers, and academia. This upgraded system facilitates the dissemination of comprehensive data, covering crucial election parameters such as constituency-level voting patterns, candidate performance, gender-based voter participation, and regional variations.

Previously, election data was manually recorded at the constituency level using physical Index Cards before being processed online, leading to time lags in reporting. The newly automated framework eliminates these inefficiencies, significantly accelerating the publication of electoral reports. While these statistical reports serve academic and research purposes, the primary and final election data remain securely maintained in statutory formats by the Returning Officers.

This advancement is expected to bolster electoral transparency and support in-depth research, contributing to a more robust democratic discourse in India.
