Delhi Fee Regulation Bill

To curb arbitrary fee hikes and promote transparency, the Delhi government has extended its Fee Regulation Bill to all 1,700 private schools in the capital.

Education Minister Ashish Sood announced the enforcement during a “Parents’ Town Hall” in Janakpuri, emphasising the government’s commitment to making education more accountable.

The Delhi School Education (Transparency in Fixation and Regulation of Fees) Bill, 2025, passed during the Monsoon Session of the Assembly, mandates the formation of school-level committees comprising parents, teachers, management, and government officials. These committees will evaluate and approve any proposed fee increases, with parents holding veto power over unjustified hikes.

District-level panels will review decisions by July 30, and final approvals must be issued by September. If delayed beyond 45 days, appeals can be escalated to a higher committee. Schools found violating the law face fines ranging from Rs 1 lakh to Rs 10 lakh, with doubled penalties for failing to refund excess charges.

Minister Sood highlighted that the bill aims to dismantle the commercialisation of education and protect families from exploitative practices. With this sweeping reform, Delhi becomes one of the first Indian cities to bring all private schools under a unified fee regulation framework.
