Organising a wedding procession in Cuttack will now require mandatory prior police permission, according to new guidelines issued by the Commissionerate Police under the Odisha Urban Police Act.
The directive applies to all marriage processions that involve bands, sound systems, DJs, or loudspeakers. Applicants must complete a fully online application process and receive approval before conducting the event.
How to Apply for a Wedding Procession Licence
The Deputy Commissioner of Police (DCP), Cuttack, has clarified that applications must be submitted through the Commissionerate Police online portal, addressed to the DCP’s office. Registration requires a valid 10-digit mobile number, which will be used to send updates on the application status via SMS.
Mandatory Documents Required
Applicants must upload the following documents while applying:

Original booking receipt of the band or sound system

Indemnity bond on ₹100 non-judicial stamp paper, duly notarised

Proof of venue booking

Receipt for private security guards (if deployed)

Identity proof of the bride (especially for private residence ceremonies)
Additional Clearances Based on Venue
Depending on the event location, additional approvals may be required:

Electricity bill for residential venues

Land No-Objection Certificate (NOC) from CMC, CDA, R&B Department, or Tahsildar (if government land is involved)

Fire Department NOC

TPCODL clearance for electrical safety

R&B Department certification for stage or pandal safety

Payments must be made through the e-challan system under the Odisha Urban Police Act, using the prescribed receipt head.

Once approved and payment is confirmed, the licence certificate can be downloaded online. Final approval confirmation will also be sent via SMS.
