Commissionerate Police Bhubaneswar-Cuttack announced strict guidelines to maintain law and order, ensure public safety, and regulate traffic during Zero Hour Night celebrations on December 31, 2025.
Police stations will identify hotels, clubs, and establishments hosting New Year events and gather details about the nature, timing, and capacity of each venue. Inspectors-in-Charge will verify permissions, confirm event details, and check the number of expected participants.
Police will conduct intensive patrolling around celebration venues, connecting roads, and sensitive areas, including parks, restaurants, colleges, and basti localities. Officers will prioritise the safety of women and children.
Authorities will enforce strict vehicle checks and road blocking to prevent drunken driving and traffic violations. Iron barricades will secure checking points and protect the police personnel.
Commissionerate Police banned roadside celebrations, temporary stages, and music systems on public roads. Police posts will remain alert to prevent quarrels between bouncers, organisers, and participants, as well as clashes over parking or driving issues.
Officers will enforce Zero Hour restrictions by stopping music and sound systems beyond midnight. Zone-wise monitoring will be conducted by ADCPs: Sunaram Lembrem (Zones 1 & 2), Sanajay Kumar Mohapatra (Zone 3), Arati Giri (Zone 4), and Subrat Kumar (Zones 5 & 6). ACPs will supervise subdivisions, while Inspectors-in-Charge will take personal responsibility for implementation.
Commissionerate Police stressed accountability and warned that lapses or deviations from the order will face serious consequences. The guidelines aim to ensure safe and orderly celebrations across Bhubaneswar and Cuttack.
