The Comptroller and Auditor General (CAG) of India will carry out a Citizen-Centric Compliance Audit on Urban Mobility in Bhubaneswar and Cuttack under its Annual Action Plan 2026–27.
The audit aims to assess the efficiency, accessibility, and sustainability of urban transport systems in 101 cities across India. Bhubaneswar and Cuttack have been selected from Odisha for the exercise.
An Entry Conference on Urban Mobility took place at Kharabela Bhawan, chaired by Additional Chief Secretary Smt Usha Padhee. Principal Accountant General (Audit-I) Subu R, Deputy Accountant General Balakrishna, and audit team members presented the audit framework, criteria, and methodology.
The Office of the Accountant General requested the Housing and Urban Development Department to nominate a nodal officer and sought cooperation from all departments and agencies involved in urban transport. Smt Padhee assured full support and urged officials to share operational challenges and suggestions for improving mobility systems.
The meeting discussed audit timelines and modalities. Senior officials from Bhubaneswar Municipal Corporation, Cuttack Municipal Corporation, Bhubaneswar Development Authority, Cuttack Development Authority, Smart City Limited, CRUT, Commerce and Transport Department, State Transport Authority, Pollution Control Board, and other agencies participated.
The audit will focus on citizen experience, service delivery, and compliance with urban mobility policies, aiming to enhance transparency and accountability in public transport governance.
