The Bhubaneswar Development Authority (BDA) has announced that allottees must generate a Unique Account Number (UAN) by August 31 to access its full range of property-related services.
The UAN will serve as an essential reference for both pre- and post-allotment procedures, including asset allotment, lease deed execution, NOC issuance for loans, property transfers, and leasehold-to-freehold conversion. Applicants can register their UAN via the official BDA website: .
To simplify the process, BDA plans to set up a UAN Facilitation Cell at its office, aimed at supporting applicants with registration and documentation queries.
In tandem with its digital initiatives, BDA is progressing in its leasehold-to-freehold conversion programme. Of the 1,250 applications submitted, 743 conveyance deeds have been successfully registered, while 843 requests were filed through the online portal—a sign of growing public interaction with digital governance.
To qualify for freehold status, allottees must have built a residence on their allocated plot and held possession for over five years, in addition to executing a lease deed with the authority.
Twenty-seven housing schemes are currently included in the conversion programme. These encompass Pokhariput Phases I–III, Prachi Enclave, Lumbini Vihar, Udayagiri Vihar, and Lingaraj Vihar.
The conversion fee stands at 3% of the latest Benchmark Valuation of Gharabari Kissan land, as per the State Government’s 2024 rate.
Applicants with mortgaged properties must produce an NOC from the concerned financial institution. Furthermore, an affidavit confirming the absence of legal disputes is required. Applications tied to ongoing legal cases will be reviewed post-judicial resolution.
Encroachers of government, public undertaking, or BDA land must vacate the encroached area and submit a sworn affidavit before applying for conversion eligibility.
