Two vocational teachers have been arrested by the Capital Police in Bhubaneswar for allegedly orchestrating a violent attack on a complainant inside the Odisha School Education Programme Authority (OSEPA) office building on September 8, 2026.
The incident stemmed from a prolonged dispute regarding unpaid dues and professional disagreements.
According to police, the accused—identified as Narayan Mangaraj (35) and Sushanta Behera (42)—alongside five to six accomplices, barged into the second floor of the OSEPA office. They then assaulted the complainant, Soumya Ranjan Sahu, by dragging him to the ground floor and beating him up mercilessly while destroying his mobile phone.
Intervention by OSEPA staff, security guards, and PCR police personnel rescued the critically injured victim and rushed him to hospital.
Investigators reviewed CCTV footage to identify the attackers. The charges, initially filed under multiple sections of the Bharatiya Nyaya Sanhita (BNS) and the Arms Act, were later updated to include Section 324(4) BNS following the escalation of violence.
Police have forwarded both main accused to court, while a manhunt is underway to apprehend the absconding accomplices.
