Vigilance Arrests Ex-Secy of Anandapur PACS for Pocketing Rs 21.28 Lakh

Former Cooperative Society Official Held for Siphoning Loan Repayments Through Systematic Accounting Fraud

In a significant crackdown on financial irregularities in cooperative institutions, Odisha Vigilance on Tuesday arrested Sarat Kumar Nayak, former Secretary of the Anandpur Service Co-operative Society (SCS), also known as PACS Banki in Kataka district.


The accused is alleged to have misappropriated a total of ₹21,28,058 belonging to the society and, by extension, the government exchequer.

According to the Vigilance investigation, Nayak collected loan repayment amounts directly from several borrower members of PACS Banki. While he correctly recorded the actual collections in the daily transaction ledger (Day Book), he deliberately under-calculated the totals while preparing the official accounting registers. By systematically entering lower collection figures, he diverted the difference for personal use.

Kataka Vigilance Police Station registered Case No. 29 dated 10 August 2026 against Nayak under Section 13(2) read with 13(1)(a) of the Prevention of Corruption (Amendment) Act, 2018, along with Sections 409 and 467 of the Indian Penal Code.

Following his arrest on 11 August 2026, the former secretary was produced before the Hon’ble Court of the Special Judge, Vigilance, Kataka. The investigation into the case remains underway.

The arrest underscores the continued focus of Odisha Vigilance on ensuring accountability in cooperative societies that handle public funds and serve rural borrowers.
