For Charulata Das, a SAHAJOG Frontline Facilitator from Kendujhar Municipality, a Sambalpuri saree is much more than a piece of clothing. It is a symbol of dignity, empowerment, and the transformative journey she has undertaken while helping hundreds of urban poor families access government welfare services.

What makes this saree special is not its intricate weave or vibrant colours, but the fact that Charulata purchased it with incentives earned through her dedicated service under the Housing & Urban Development Department’s flagship SAHAJOG initiative. Every thread of the saree reflects a story of perseverance, compassion, and the power of community-led governance.

As a SAHAJOG Frontline Facilitator, Charulata spends her days reaching out to households, identifying vulnerable citizens, assisting them in accessing government schemes, and ensuring that no eligible beneficiary is left behind. For many elderly persons, women, and economically disadvantaged families, she has become a trusted face of government services at their doorstep.

One such interaction remains deeply etched in her memory. During a household visit, Charulata met an elderly woman struggling with severe financial distress. Unaware of the welfare schemes available to her, the woman had resigned herself to a life of uncertainty. Through patient counselling and assistance, Charulata helped her access government benefits that brought much-needed financial support and stability to the family.

The impact was immediate and far-reaching. The family’s economic condition improved, children’s educational aspirations received a boost, and hope replaced despair. For Charulata, witnessing such positive change reinforced the value of her work and strengthened her commitment to community service.

“Every time a beneficiary receives support and smiles with relief, I feel that my efforts have truly made a difference,” says Charulata. “The Sambalpuri saree I bought with my earnings reminds me that when we empower others, we empower ourselves as well.”

Her journey exemplifies the spirit of SAHAJOG, a pioneering initiative of the Housing & Urban Development Department that is redefining citizen outreach and welfare delivery across urban Odisha through women-led community engagement.

Recognising the remarkable contributions of grassroots change-makers like Charulata, the Department recently honoured several outstanding SAHAJOG Frontline Facilitators as “Catalysts of Change.” The occasion also marked the launch of the SAHAJOG FAQs, a comprehensive knowledge resource designed to strengthen facilitators’ capacity and enhance citizen service delivery.

Since its launch, SAHAJOG has emerged as a powerful platform connecting urban households with essential welfare schemes. The programme has engaged 5,367 Frontline Facilitators, who have surveyed over 6.36 lakh households covering 20.02 lakh individuals. Their efforts have facilitated more than 2.5 lakh applications and linkages to various government welfare programmes, ensuring that benefits reach the last mile effectively and efficiently.

Beyond statistics, however, the true success of SAHAJOG lies in stories like Charulata’s—stories of ordinary women becoming agents of extraordinary change. Through their dedication, governance is becoming more accessible, inclusive, and compassionate.

Today, when Charulata drapes her cherished Sambalpuri saree, she carries with her the stories of countless lives touched through her service. It stands as a reminder that meaningful development is not measured only through policies and programmes, but through the confidence they instill, the opportunities they create, and the lives they transform.

In many ways, that Sambalpuri saree has become a woven testament to the spirit of SAHAJOG—where governance meets empathy, service creates empowerment, and every doorstep becomes a gateway to hope.
