Odisha to Launch Affordable Rental Housing Policy for Low-Income Families, Aims to Curb Slum Expansion

The Odisha government is preparing to introduce a comprehensive rental housing policy aimed at providing affordable accommodation for low-income families, migrant workers, and individuals relocating to urban centres in search of employment opportunities.


The initiative is expected to improve access to affordable housing while addressing the growing demand for rental accommodation in cities such as Bhubaneswar and other urban areas across the state.

Focus on Preventing Slum Expansion

Speaking about the proposed policy, Housing and Urban Development Minister Krushna Chandra Mahapatra said the government is taking proactive steps to ensure that economically weaker sections have access to affordable rental homes.

According to the minister, the lack of affordable housing options in urban areas has contributed to the growth of informal settlements and slums. The new policy aims to address this challenge by creating a structured and accessible rental housing ecosystem.

The government believes that improving the availability of affordable rental accommodation will help reduce pressure on urban infrastructure and support planned urban development.

Rental Homes to Be Developed Across Urban Odisha

Under the proposed policy, rental housing projects will be developed in various towns and cities across Odisha.

The government plans to construct residential units under different housing schemes and make them available for rent at affordable rates. These projects are intended to serve people who may not be in a position to purchase homes but require safe and reasonably priced accommodation.

Officials expect the initiative to benefit thousands of families seeking better living conditions in urban areas.

Vacant Houses to Be Brought Under Rental Framework

A key component of the policy involves identifying vacant and unused houses that can be integrated into the state’s rental housing network.

The government plans to map such properties and encourage their utilization through the proposed framework. By bringing idle housing stock into use, authorities aim to increase rental availability while making efficient use of existing infrastructure.

This approach is expected to provide additional housing options without requiring extensive new construction in certain areas.

Support for Migrant Workers and Urban Residents

The policy is particularly focused on individuals and families who migrate from rural areas to cities in search of employment, education, and better livelihood opportunities.

With urban populations continuing to grow, the government aims to ensure that residents can access dignified housing at affordable prices, reducing dependence on informal settlements.

The initiative is expected to improve living standards and support inclusive urban growth across the state.

Strengthening Odisha’s Urban Housing Ecosystem

The proposed rental housing policy forms part of Odisha’s broader efforts to improve urban infrastructure and housing accessibility.

By combining new construction with the utilization of vacant properties, the government aims to create a sustainable housing model that benefits both tenants and property owners.

Once implemented, the policy could play a significant role in addressing housing shortages, promoting planned urbanization, and improving the quality of life for economically weaker sections.

A Step Towards Inclusive Urban Development

As Odisha continues to witness rapid urban growth, the affordable rental housing initiative is expected to emerge as an important measure for ensuring housing security and reducing the expansion of slums.

The government’s focus on affordability, accessibility, and efficient use of existing housing resources could help create more inclusive and sustainable cities in the years ahead.
