Odisha Govt Orders No Outdoor Work for Labourers Between 11 AM & 3 PM Amid Severe Heatwave

In a decisive move to protect labourers from the blistering heatwave sweeping across Odisha, the Public Works Department (PWD) has issued strict instructions barring all outdoor work between 11 AM and 3 PM.


The directive, issued by the Engineer-in-Chief (EIC) of the PWD, has been communicated to Chief Construction Engineers and Executive Engineers of all zones. It comes after media reports highlighted instances where workers continued to labour under the merciless midday sun, despite existing government guidelines.

“Considering the prevailing heatwave conditions, the government has directed that no worker should be engaged in any work from 11 AM to 3 PM,” the official letter states. Contractors and executing agencies have been warned to strictly adhere to the ban. Any violation will be viewed seriously.

The PWD has also mandated that contractors must provide adequate rest sheds (shade structures), potable drinking water, and first-aid facilities at all work sites. Field engineers and supervisory staff have been asked to remain extra vigilant and proactively create awareness among workers and contractors to prevent any untoward incident.

With temperatures soaring well above 40°C in several parts of the state, this timely intervention is expected to safeguard thousands of construction workers, daily wagers, and labourers engaged in road works, building projects, and other PWD-related activities.

Health experts have repeatedly warned that prolonged exposure to extreme heat can lead to heatstroke, dehydration, and long-term health complications, especially for those performing heavy physical labour.

This is the latest in a series of heatwave-related measures taken by the Odisha government this summer, aimed at balancing infrastructure development with worker safety.
