Odisha to Launch Auto Appeal System Under ORTPSA by May 2026

Odisha will introduce the Auto Appeal System under the Odisha Right to Public Services Act (ORTPSA) by May 2026, ensuring time-bound delivery of government services and strengthening citizen-centric governance.


The announcement came during a review meeting of Nodal Officers from 32 departments, chaired by Principal Secretary, GA & PG Department, Sri Suresh Kumar Vasisth. He confirmed that the Cabinet has approved the Auto Appeal provision, which will automatically escalate service requests to higher appellate authorities if designated officers fail to deliver within the stipulated timeframe.

Sri Vasisth described the initiative as a new era of accountability, assuring that no citizen will be left waiting indefinitely for services they are legally entitled to.

Project Coordinator Sri Pinaki Mohanty presented the technical framework of the Auto Appeal System, explaining how digital integration will trigger automatic appeals and enable real-time tracking of file movement across departments. He emphasised that the system will reduce physical footfall in government offices and enhance transparency in service delivery.

Additional Secretary Sri Debabrata Mallick highlighted the necessity of Auto Appeal, noting that while ORTPSA has streamlined many services, this feature adds a final layer of protection for citizens’ rights. He urged departments to integrate their databases with the central portal before the May 2026 deadline.

The meeting concluded with a vote of thanks, recognising the collaborative efforts of all departments in making Odisha a leader in digital governance and accountability.
