Cuttack Ring Road Expansion Faces Setback as Railways Deny Clearance Over Safety Concerns

The proposed expansion of the Kathajodi ring embankment road in Cuttack has encountered a major setback after the Indian Railways denied permission for construction under a critical railway bridge, citing safety risks.


The six-lane road project aims to connect the Netaji Bus Terminal at Khan Nagar with Link Road, improving traffic flow and easing congestion across the city. However, the stretch passing beneath the Kathajodi railway bridge has become a significant hurdle, delaying progress.


Railway Authorities Raise Structural and Water Flow Concerns

According to officials, the Roads and Buildings (R&B) Department had sought clearance to carry out construction work under the railway bridge. The proposal was rejected after railway authorities expressed concerns that excavation activities could disrupt water flow and compromise the structural integrity of the aging bridge.

The decision has halted work on a crucial segment of the project, raising concerns about further delays in completion.


Project Timeline and Coordination Challenges

The infrastructure project, which began in 2023, has already faced multiple delays due to coordination issues between departments. Around eight months ago, a joint inspection was conducted by a committee comprising officials from the Railways and the Works Department to assess feasibility.

Following the inspection, the R&B Division formally requested approval. However, the rejection has created uncertainty regarding the project’s future and timeline.


Officials Explore Alternative Solutions

Authorities are now evaluating alternative strategies to overcome the bottleneck. Possible solutions include redesigning the route or adopting safer construction methods that align with railway safety standards.

Officials from the R&B Department have stated that efforts are underway to revise the plan while ensuring both infrastructure development and public safety.


Impact on Urban Connectivity and Development

The delay in the ring road expansion highlights the complexities of urban infrastructure projects, especially when they intersect with existing transport systems. The project is considered vital for improving connectivity and supporting economic growth in Odisha.

Until a resolution is reached, the fate of the project remains uncertain, with stakeholders working to find a balanced and sustainable path forward.
