The Odisha government reconstituted the State Transgender Welfare Board just two days after issuing its earlier notification.
The Department of Social Security and Empowerment of Persons with Disabilities (SSEPD) announced the changes on April 23, 2026.
The new notification replaced the Chief Secretary as Chairman with the SSEPD Minister, who will now lead the Board. The Principal Secretary of SSEPD has been named Vice Chairman, while the Director of SSEPD will serve as Member Secretary. Senior officials from multiple departments, including Police, Health, Education, and Housing, have been included as members.
Officials said the Board will work to protect the rights of transgender persons and ensure their welfare through rehabilitation programs, policy support, and coordination with various state departments. The move aligns with the Transgender Persons (Protection of Rights) Act, 2019, and the Rules of 2020.
The reconstitution highlights the government’s intent to strengthen institutional mechanisms for transgender welfare. By placing the SSEPD Minister at the helm, the state aims to give the Board greater political and administrative authority.
The Board will oversee initiatives related to healthcare, education, housing, and livelihood opportunities for transgender persons. It will also monitor the implementation of schemes designed to safeguard dignity and equality.
