An unusual surge in voter deletions has sparked concern across Odisha, after nearly 9.8 lakh names were removed from electoral rolls during the latest revision exercise.


Typically, around seven lakh names are deleted annually due to reasons such as deaths, migration, or duplication.

The significant increase this year has prompted scrutiny from authorities and raised concerns among citizens about the possibility of genuine voters being mistakenly excluded.


Routine Process Faces Unprecedented Spike

Electoral roll revisions are a standard administrative exercise aimed at maintaining accuracy. However, the scale of deletions this year has drawn attention within the Home (Election) Department.

Reports from several regions suggest that some eligible voters, who are alive and residing locally, have found their names missing from the rolls. This has intensified calls for stricter verification and transparency in the process.


Allegations of Lapses in Ground Verification

Booth Level Officers (BLOs), responsible for field verification, are under scrutiny following allegations that deletions were carried out without adequate checks. Concerns have been raised about potential gaps in the verification process, especially in areas with limited voter awareness.

Authorities have acknowledged these concerns and issued fresh guidelines to strengthen oversight and accountability.


New Guidelines to Strengthen Verification Process

Officials have introduced stricter protocols to ensure that voter deletions are carried out fairly and accurately:

  • Names of deceased voters will only be removed after proper verification and submission of Form-7 by family members
  • Suspected duplicate or erroneous entries will undergo detailed scrutiny before removal
  • Notices will be issued prior to any final decision

These measures aim to protect the rights of eligible voters while maintaining the integrity of the electoral database.


2 Lakh Applications Under Review

Approximately two lakh Form-7 applications have been placed on hold pending verification. Authorities have clarified that no deletions in these cases will be finalized without thorough investigation.


Mandatory Physical Verification Introduced

To minimize errors, physical verification has been made compulsory in at least 50% of cases. This step is expected to improve accuracy and rebuild public confidence in the electoral process.


Helpline and Reapplication Options for Voters

Voters who suspect discrepancies can contact the toll-free helpline 1950, set up by the Chief Electoral Officer. The helpline provides assistance in checking voter status, filing complaints, and seeking guidance.

Eligible voters whose names were removed can reapply once the verification process is completed and corrections are reopened.


Deadline Ahead of Special Revision Exercise

The verification process is being expedited ahead of the upcoming Special Intensive Revision, placing additional responsibility on officials to ensure accuracy and fairness.
