In a special budget session held at the Ekamra Hall in the headquarters of the Bhubaneswar Municipal Corporation (BMC), Mayor Sulochana Das presided over the presentation of the 2026-27 fiscal year budget.
Rajkishor Das, Chairman of the Finance Standing Committee, tabled a comprehensive budget amounting to Rs 1,050 crore, outlining allocations across key sectors to drive the city’s development.
The budget emphasises making Bhubaneswar a healthy, prosperous, clean, green, beautiful, and environmentally friendly city with robust infrastructure. Mayor Das described it as a people-oriented plan that promotes sustainability and inclusivity for all residents. “This budget will serve as a milestone in achieving sustainable growth, a healthy economy, and an improved quality of life for citizens,” she stated during the session.
BMC’s revenue projections include Rs 300 crore from its own sources, with an additional Rs 750 crore expected from central and state government grants, totaling Rs 1,050 crore. Das highlighted the need to increase own revenue by 12.65% annually to meet government conditions for grants, noting that BMC has traditionally relied on these funds without stringent prerequisites.
Key expenditure highlights include:
- Administrative and Ancillary Services: Rs 639.41 crore for various administrative and ancillary expenses, Rs 132.19 crore for salaries and pensions, Rs 33.28 crore for general administration, Rs 182 crore for sanitation and cleaning, and Rs 24.61 crore for bio-mining activities.
- Infrastructure Development: Rs 90 crore for new road construction, Rs 75 crore for drains and drainage systems, Rs 10.28 crore for waste management centres, and Rs 15.75 crore for crematorium improvements.
The budget also prioritises maintenance, cleanliness, and other civic services, with provisions for park development, green spaces, digital service expansion, strengthened sanitation systems, environmental protection, and creating a livable environment for all sections of society. It aims to enhance road networks, drainage, beautification, and waste management for smoother urban operations.
The session was attended by BMC’s Deputy Mayor Manjulata Kanhar, Commissioner Chanchal Rana, Additional Commissioners Ratnakar Sahu and Sasmita Sahu, Kailash Chandra Das, Chief Finance Officer Deepak Ranjan Behera, and City Engineer Narad Chandra Rath. Representatives from all standing committees, members, MPs, MLAs, BMC officials, and various line departments were also present.
All attendees expressed optimism about the budget’s potential to foster long-term urban progress and unanimously welcomed it as a forward-thinking initiative.
