Utkal University Enforces Mandatory IDs and Complete Substance Ban in Campus

New guidelines aim to enhance campus security, discipline, and create a substance-free academic environment

Utkal University authorities have issued a strong set of directives to strengthen security and maintain order on campus.


The notification, released by the Registrar on February 18, makes it mandatory for all students to carry valid university identity cards at all times within the campus premises. Security personnel are now authorised to conduct random checks whenever necessary.

Anyone failing to produce an ID card or unable to provide a legitimate reason for being on campus will be treated as an unauthorised intruder. Such individuals will be detained and handed over to the police without delay.

To ensure a completely substance-free environment, the university has imposed a total ban on the possession, use, or trafficking of alcohol, tobacco products, e-cigarettes, vapes, and any other intoxicating substances. The campus has been officially declared a “zero-tolerance zone” for these items.

These rules apply equally to students, faculty, and staff. Any activity that disrupts the academic atmosphere — including unnecessary loitering or behaviour that disturbs peace — will face strict disciplinary action, with police involvement if required.

The administration has stated that regular checking drives and awareness programmes will be organised to enforce compliance. Many students have welcomed the measures, viewing them as a positive step towards a safer and more focused learning environment.
