Naxals from Other States Can Avail Odisha’s Surrender Package

Odisha has introduced a revised surrender and rehabilitation package to encourage Naxals to return to the mainstream.


The new roadmap marks the second amendment in two months and extends benefits even to Naxals active outside the state.

The Home Department announced that surrendered cadres will receive rehabilitation support within 60 days. Moreover, rewards for top-level members have increased significantly. A central committee or politburo member who surrenders can now receive up to Rs 1.10 crore. In addition, state committee members are eligible for Rs 55 lakh, while regional committee members will get Rs 33 lakh. Furthermore, Naxals carrying rewards above Rs 5 lakh will also receive an additional Rs 10 lakh fixed deposit.

The package also includes incentives for surrendering weapons. For example, a Light Machine Gun fetches Rs 4.95 lakh, an AK-47 Rs 3.30 lakh, and an INSAS or SLR rifle Rs 1.65 lakh. Likewise, a grenade earns Rs 550, and each bullet Rs 55. Those surrendering without weapons will receive an additional Rs 25,000.

Officials explained that the revised scheme aims to reduce violence and integrate former cadres into society. They believe the attractive financial incentives will motivate more Naxals to abandon armed struggle and embrace rehabilitation.

The roadmap sets a clear target: achieving a Naxal-free India by the end of March. Odisha’s model, therefore, is expected to serve as a template for other states, combining financial support with reintegration measures to weaken extremist networks.
