National Sports Governance Rules, 2026 Set New Standards for Integrity and Inclusivity

The Union Government notified the National Sports Governance (National Sports Bodies) Rules, 2026, under the National Sports Governance Act, 2025, creating a statutory framework for sports administration in India.


The Rules define the inclusion of Sportspersons of Outstanding Merit (SOMs), composition of General Bodies and Executive Committees, election procedures, and disqualification criteria for members of National Sports Bodies and Regional Federations.

Every National Sports Body must include at least four SOMs in its General Body, with fifty per cent representation for women. Executive Committees must also include at least four women, and bodies may reserve posts for women through bye-laws.

Eligibility criteria require SOMs to be at least 25 years old, retired from active sports, and not involved in competitive events for one year before applying. A tiered system recognises achievements across ten levels, ranging from Olympic medalists to winners of National Games and Championships.

The Rules detail election procedures, including timelines from SOM applications to final electoral rolls and nominations. The National Sports Election Panel must maintain at least twenty qualified members. Electoral officer fees are capped at ₹5 lakh, with provision for assistants.

Disqualification provisions bar individuals convicted and sentenced to imprisonment from contesting elections or holding committee positions. National Sports Bodies must amend bye-laws within six months to align with the Act. The Central Government may relax provisions for twelve months upon application.

The notification of the National Sports Governance Rules, 2026, marks a milestone in strengthening transparency, accountability, and inclusivity in Indian sports governance.
