The Odisha Public Service Commission (OPSC) released the notification for the Odisha Civil Services Examination 2025, announcing 314 vacancies across seven services but excluding posts for OAS, OFS, and ORS.
This decision has triggered widespread disappointment among aspirants across the state.
For most candidates, securing an OAS post remains the ultimate goal. However, this year’s notification does not include a single OAS vacancy. The absence of OFS and ORS posts has further intensified frustration. Thousands of aspirants describe the situation as an administrative failure that deprives them of their primary ambition.
Reports indicate that the Odisha Civil Services Model Cadre Rules prepared by the General Administration Department have not been accepted by the Finance and Revenue departments. Promotions allegedly violated these rules, sparking legal disputes. Different feeder cadres faced different rules: ORS for OAS and OTAS for OFS. The Revenue Department halted promotions, blocking entry‑level vacancies and affecting fresh recruitment.
Out of the 314 posts, only 12 belong to Group A under the Odisha Police Service. The largest share, 176 posts, is for OTAS under Group B. Many of these vacancies existed earlier because selected candidates did not join. Of the total, 115 posts are carried forward from previous years, while 199 posts were opened due to retirements.
OPSC Chairman Arun Sarangi clarified that the commission published the notification strictly based on the vacancy list provided by the General Administration Department. He emphasised that OPSC has no role in deciding the number of posts and can only act on government‑provided information.
