Odisha Targets Top-5 Developed State Status by 2036; CM Majhi Issues 15-Point Administrative Roadmap

Setting an ambitious development agenda on the first day of the New Year, Odisha Chief Minister Mohan Charan Majhi issued a comprehensive 15-point directive aimed at energising the state administration and accelerating decision-making across departments.


According to official sources, the directives were formally communicated to the newly appointed Chief Secretary Anu Garg, with clear instructions to pursue priority-driven governance and achieve well-defined development targets within stipulated timelines.

The Chief Minister has outlined a long-term vision to build a “prosperous Odisha” by 2036, with the goal of positioning the state among India’s top five developed states. The strategy will be pursued through a mixed-economy approach, combining public sector efficiency with private investment-led growth.

Focus on Industrial Growth and Faster Clearances

The 15-point agenda places strong emphasis on industrial expansion, speedy clearances at the district level, and time-bound execution of development projects. District collectors have been directed to fast-track administrative and development-related processes to minimise procedural delays, especially those linked to investment proposals and public service delivery.

The Chief Minister stressed that efficient governance and prompt decision-making are essential to sustaining investor confidence and ensuring inclusive economic growth across the state.

Manpower Strengthening and Vacancy Filling

Another key focus area of the directive is human resource strengthening within the government. The administration has been instructed to take concrete steps to fill vacant government posts within the next two years, ensuring improved service delivery and administrative efficiency.

Key Role of the Chief Secretary

The directives assume added significance as they were issued shortly after Anu Garg took charge as Odisha’s first woman Chief Secretary, succeeding Manoj Ahuja at Lok Seva Bhawan.

Chief Minister Majhi underlined that the Chief Secretary’s role in coordinating departments and translating policy priorities into measurable outcomes will be critical to achieving the state’s development vision.

Earlier, the Chief Secretary had highlighted the ‘Odisha Vision 2036–2047’ framework, noting that coordinated executive action and consistent monitoring would be essential to meeting the benchmarks laid out for the coming decades.

With the new roadmap in place, the Odisha government aims to usher in a phase of accelerated growth, administrative efficiency and long-term prosperity.
