Odisha Assembly unanimously approved four bills that raise salaries, allowances, and pensions for ministers, legislators, and former MLAs. The revised pay structure takes effect retrospectively from June 5, 2024.
Salaries of MLAs and Key Leaders
- Each MLA now earns Rs 90,000 per month, up from Rs 35,000.
- Leader of Opposition and Chief Whip receive Rs 96,000, compared to Rs 40,000 earlier.
- Deputy Chief Whip draws Rs 92,000, up from Rs 36,000.
Allowances for Legislators
- Constituency & Secretariat allowance: Rs 75,000 per month (earlier Rs 20,000).
- Daily sitting allowance: Rs 3,000 (earlier Rs 1,500).
- Outstation allowance: Rs 10,000 per day (earlier Rs 2,000).
- Travel allowance: Rs 25/km within Odisha, Rs 35/km outside (earlier Rs 15 and Rs 20).
- Transport allowance: Rs 50,000 per month (earlier Rs 15,000).
- Book & magazine allowance: Rs 10,000 per month.
- Electricity allowance: Rs 20,000 per month (earlier Rs 5,000).
- Medical allowance: Rs 35,000 per month (earlier Rs 5,000).
- Housing allowance: Rs 2,000 per day until quarters allotted (earlier Rs 1,000).
- Committee travel allowance: Rs 50,000 per month (earlier Rs 10,000).
- Vehicle advance: Rs 10 lakh (earlier Rs 5 lakh).
Ministers’ Pay Package
- Chief Minister: Rs 1,00,000 per month (earlier Rs 41,000).
- Deputy CM: Rs 98,000 (earlier Rs 40,500).
- Cabinet Minister: Rs 96,000 (earlier Rs 40,000).
- Minister of State: Rs 94,000 (earlier Rs 38,000).
- Deputy Minister: Rs 92,000 (earlier Rs 36,000).
Car maintenance allowances have surged, with the CM now receiving Rs 91,000 per month (earlier Rs 17,000). Personal expense allowances also jumped, with the CM entitled to Rs 1.83 lakh per month (earlier Rs 40,000).
Speaker and Deputy Speaker
- Speaker: Rs 98,000 salary, Rs 89,000 car maintenance, and Rs 1.81 lakh personal allowance.
- Deputy Speaker: Rs 94,000 salary, Rs 85,000 car maintenance, and Rs 1.77 lakh personal allowance. Both now receive Rs 2,000 daily sitting allowance (earlier Rs 800).
Pension for Former MLAs
- Monthly pension fixed at Rs 80,000, up from ₹35,000.
- One-year service rule scrapped; pension eligibility begins immediately upon election.
- After five years, each additional year adds Rs 3,000 to the pension (earlier Rs 2,000).
- Former MLAs receive a Rs 12,500 monthly travel allowance.
- Families of first-time MLAs who die during tenure get Rs 25 lakh ex-gratia.
- Medical allowance for ex-MLAs raised to Rs 25,000 per month (earlier Rs 2,000).
