38 SHGs Blacklisted Over Substandard Chhatua Distribution in Odisha

Odisha blacklisted 38 Self Help Groups (SHGs) across 15 districts for distributing substandard chhatua (fortified food mix) to children, Deputy Chief Minister Pravati Parida informed the Legislative Assembly in a written reply.


She stated that the government identified serious lapses in quality during the last five years, prompting action against the listed SHGs. Officials found that the chhatua supplied by these groups failed to meet nutritional standards and posed risks to child health.

Parida added that the SHGs engaged in the supply of chhatua under government nutrition schemes had violated guidelines. The administration flagged concerns after receiving complaints from field officers and community members.

Three SHGs received show-cause notices for their role in the supply chain. Authorities demanded explanations for the poor quality and warned of further action if responses proved unsatisfactory.

The Deputy Chief Minister emphasised that the government remains committed to ensuring safe and nutritious food for children under welfare programs. She assured that monitoring mechanisms have been strengthened to prevent recurrence.

The issue sparked concern among legislators, who demanded stricter oversight and accountability. Many urged the government to conduct regular audits and involve certified agencies in quality checks.
