Parliamentary Affairs Minister Kiren Rijiju announced on Tuesday that he will hold an all-party meeting on November 30 to prepare for the upcoming Winter Session of Parliament.

Union Minister Arjun Ram Meghwal explained that the meeting will give the government an opportunity to share the list of pending bills with the Leader of the Opposition and gather suggestions. Furthermore, he noted that officials will first scrutinise all pending bills with departmental secretaries before presenting them in the meeting.

The Winter Session will begin on December 1 and continue until December 19. During this period, Parliament will hold 15 sittings across 19 days. President Droupadi Murmu approved the proposal to convene the session. In addition, Private Members’ Bills will be considered on December 5 and 19, while Private Members’ resolutions will be taken up on December 12.

Meanwhile, speculation recently grew regarding Chandigarh’s inclusion under Article 240 through the Constitution (131st Amendment) Bill, 2025. The Union Ministry of Home Affairs clarified that the proposal remains under consideration and no final decision has been made. Moreover, the ministry emphasised that existing administrative arrangements will remain unchanged and that any decision will follow consultations with stakeholders.

Officials stressed that the proposal does not alter Chandigarh’s governance or its relationship with Punjab and Haryana. They assured citizens that the government has no intention of introducing any related bill in the upcoming Winter Session.

Ultimately, the all-party meeting called by Kiren Rijiju reflects the government’s effort to build consensus and ensure the smooth functioning of the Winter Session.
