The Revenue and Disaster Management Department of the Government of Odisha has issued a directive to all district collectors, mandating the transfer of ministerial and field staff who have served in the same office for more than three years.
In a letter dated 14 September, Additional Secretary Smt. Ajornam Selby (OAS-SAG) emphasized that prolonged postings in the same location have led to public complaints, citing concerns over corruption, nepotism, and negligence in government service delivery.
The directive applies to staff such as SERS, RANRA, RS, RI, ARI, and Amin, working in Collectorates, Sub-Collector offices, Blocks, and Tahasils. Since the regular transfer season has ended, approval from higher authorities must be obtained for these transfers.
Collectors have been instructed to submit compliance reports within 15 days, with the letter marked as “Most Urgent.” The department expressed concern that despite existing rules mandating transfers after three years, many officials continue in the same post, undermining administrative integrity.
