Odisha’s Quad City Economic Zone and Samruddha Sahar Scheme Set to Transform Urban Growth

Odisha is poised to redefine its urban and economic landscape with the launch of the ambitious Quad City Economic Zone Vision and the Samruddha Sahar Scheme, designed to drive sustainable growth, boost industrial opportunities, and elevate the state’s global competitiveness.


These initiatives aim to transform Odisha’s cities into interconnected hubs of innovation, trade, and prosperity.

The Quad City program focuses on creating integrated economic regions by clustering key cities that contribute significantly to Odisha’s GDP. The first economic zone will link Bhubaneswar, Puri, Cuttack, and Paradip, combining administrative, cultural, commercial, and port-driven strengths. Additional zones will connect Sunabeda, Koraput, Bargarh, and Sambalpur in the west, and Rourkela and Keonjhar’s Barbil in the north, fostering balanced regional development.

Complementing this vision, the Samruddha Sahar Scheme targets the Bhubaneswar-Cuttack-Puri-Paradeep Economic Region (BCPPER) as a vibrant urban-industrial corridor. The initiative also includes plans to develop other key hubs like Sambalpur–Jharsuguda–Bargarh, Koraput–Sunabeda–Jeypore, and Keonjhar–Joda–Barbil. Eight additional cities—Angul, Balangir, Bhadrak, Vyasnagar, Keonjhar, Baripada, Rayagada, and Rourkela—will be transformed into model cities centered around industrial clusters.

Smt. Usha Padhee, Principal Secretary of the Housing & Urban Development Department, emphasised the broader impact: “Odisha’s Quad City program and Samruddha Sahar scheme are not just about urban expansion but about creating economic ecosystems that drive industrial growth, inclusivity, and global competitiveness.”

Coordinated by an internal committee and the State Policy Commission, these initiatives aim to ensure strategic planning and seamless implementation. By fostering interconnected economic zones and sustainable urban corridors, Odisha is laying the foundation for future-ready cities that will serve as engines of innovation and prosperity.
