Odisha Govt Launches Quad-City Economic Zones to Drive Statewide Growth

The Odisha government has announced the creation of multiple ‘Quad-City Economic Zones’ across the state to reshape its economic landscape.


The initiative, revealed by Housing and Urban Development Secretary Usha Padhee, aims to integrate key urban centers into strategic clusters to accelerate industrialization, infrastructure development, and inclusive growth.

The first zone will connect Bhubaneswar, Puri, Cuttack, and Paradip—linking the capital, cultural hub, administrative center, and port town into a unified economic corridor. This zone is expected to become a powerhouse of urban and industrial synergy.

Three additional zones are in the pipeline:

  • Koraput-Sunabeda-Sambalpur-Bargarh Zone: Focused on agro-industries and tribal economy.
  • Rourkela-Keonjhar Zone: Designed to strengthen the steel and mining sectors.
  • A fourth zone is under discussion, with details to be finalized in coordination with NITI Aayog.

Padhee emphasized that city expansion alone is not enough: “We are integrating regions that contribute the most to Odisha’s GDP. Economic activity must grow alongside urban development.”

The initiative is being advanced through a dedicated state committee, with phased implementation plans and investment models currently under review.
