Odisha Launches Shaktishree Initiative to Ensure Women’s Safety in Higher Education

Chief Minister Mohan Charan Majhi Unveils Comprehensive Plan to Empower Female Students and Address Crimes Against Women

In a landmark move to prioritise women’s safety and empowerment, Odisha Chief Minister Mohan Charan Majhi announced the Shaktishree Initiative, a transformative programme aimed at ensuring a secure academic environment for female students in the state’s colleges and universities.


The Odisha government, under CM Majhi’s leadership, has positioned itself as a people-centric administration, focusing on public welfare, development, and the protection of individual rights. Over the past year, the government has taken significant steps toward building a prosperous Odisha, with a roadmap outlined for 2036 and 2047. Central to this vision is the safety and dignity of women, which the government has declared a non-negotiable policy.

Recognising the rising incidents of crimes against female students in higher education institutions, the Shaktishree Initiative is designed to create a robust safety framework across 16 universities and 730 government and aided colleges under the Higher Education Department.

The program not only aims to prevent atrocities but also empowers female students through self-defence training, legal awareness, and mental health support.

The Shaktishree Initiative is built on eight pillars to ensure a safe and empowering environment for female students:


Shaktishree Initiative: Key Features

Shaktishree Empowerment Cell: Each college and university will establish a permanent empowerment cell managed by female students, led by a Shaktishree Saathi (student), a Shaktishree Coordinator (female faculty), and five Shakti Apas (mentors appointed by the District Collector). These cells will conduct a 6-day training program on self-defence, legal rights, and mental health.
Shaktishree Mobile App: A dedicated app will provide access to Internal Complaint Committees (ICCs), anonymous complaint registration via text, audio, or video, mental health support through Tele-MANAS, and an SOS button for immediate assistance. The app also connects students to local committees for unresolved issues.
Code of Conduct: A mandatory code of conduct for teachers and non-teaching staff, coupled with annual online training on women’s safety, gender sensitivity, and professional ethics.
SAFE Campaign: The Shaktishree Actions for Female Empowerment (SAFE) campaign will promote gender equality through biannual self-defence camps and awareness workshops. Campus Safety Report: Colleges must submit an annual safety report by December 31, detailing safety measures, complaints, and resolutions.
CCTV Installation: All institutions will install CCTV cameras for 24/7 monitoring, with dedicated control rooms and strategic camera placement.
Online POSH Course: Training on the Prevention of Sexual Harassment (POSH) Act, 2013, and UGC guidelines to ensure compliance.
Shakti Swarupini Workshop: An annual one-day workshop for Shaktishree Saathis, Coordinators, and Shakti Apas to enhance awareness of constitutional rights, digital safety, and app management.

CM Addresses the Balanga Incident

Condemning the horrific incident in Balanga, Puri, where a minor girl was set on fire by miscreants. CM Majhi assured that the police are in operation mode to apprehend the culprits. The victim is currently receiving treatment at AIIMS Bhubaneswar, with the state government prepared to airlift her to AIIMS Delhi if her condition permits and upon approval from AIIMS Bhubaneswar’s director. The State Health Minister, Health Department, and Chief Minister’s Office are closely monitoring her condition. “The perpetrators, wherever they are, will be brought to justice, and the strictest punishment will be ensured under the law,” he stated. 

A Step Toward a Safer Future

The Shaktishree Initiative is poised to set a benchmark for women’s safety in educational institutions. By combining technology, training, and institutional reforms, it aims to empower female students, foster gender equality, and create a secure academic environment. The initiative also addresses the broader societal need to protect women’s rights and dignity, aligning with the government’s vision for a developed Odisha.

CM Majhi expressed confidence that the program will serve as a powerful tool to prevent atrocities and support victims. “Our government is sensitive to the challenges women face. The Shaktishree Initiative will ensure that victims of crimes, including sexual harassment, receive protection and justice,” he said.

As Odisha takes bold steps toward women’s empowerment and safety, the Shaktishree Initiative stands as a testament to the state’s commitment to building a safer, more inclusive future for all its citizens.
