In a landmark move to prioritise women’s safety and empowerment, Odisha Chief Minister Mohan Charan Majhi announced the Shaktishree Initiative, a transformative programme aimed at ensuring a secure academic environment for female students in the state’s colleges and universities.
The Odisha government, under CM Majhi’s leadership, has positioned itself as a people-centric administration, focusing on public welfare, development, and the protection of individual rights. Over the past year, the government has taken significant steps toward building a prosperous Odisha, with a roadmap outlined for 2036 and 2047. Central to this vision is the safety and dignity of women, which the government has declared a non-negotiable policy.
Recognising the rising incidents of crimes against female students in higher education institutions, the Shaktishree Initiative is designed to create a robust safety framework across 16 universities and 730 government and aided colleges under the Higher Education Department.
The program not only aims to prevent atrocities but also empowers female students through self-defence training, legal awareness, and mental health support.

CM Addresses the Balanga Incident
Condemning the horrific incident in Balanga, Puri, where a minor girl was set on fire by miscreants. CM Majhi assured that the police are in operation mode to apprehend the culprits. The victim is currently receiving treatment at AIIMS Bhubaneswar, with the state government prepared to airlift her to AIIMS Delhi if her condition permits and upon approval from AIIMS Bhubaneswar’s director. The State Health Minister, Health Department, and Chief Minister’s Office are closely monitoring her condition. “The perpetrators, wherever they are, will be brought to justice, and the strictest punishment will be ensured under the law,” he stated.

By combining technology, training, and institutional reforms, it aims to empower female students, foster gender equality, and create a secure academic environment. CM Majhi expressed confidence that the program will serve as a powerful tool to prevent atrocities and support victims. “Our government is sensitive to the challenges women face. The Shaktishree Initiative will ensure that victims of crimes, including sexual harassment, receive protection and justice,” he said.
