The Government of Odisha has initiated a high-level enquiry into the tragic stampede that claimed the lives of three devotees near Gundicha Temple in Puri on June 29, 2025.

Ordered by the Home (Special Section) Department, the investigation is being led by the Development Commissioner-cum-Additional Chief Secretary, Anu Garg, to determine the circumstances leading to the incident during the revered Rath Yatra festivities.

The stampede, which occurred amidst a massive gathering of devotees, has raised concerns about crowd management and safety protocols at one of India’s most significant religious events. In response, the government has called upon the public to assist in the investigation by sharing any relevant information, including video footage or eyewitness accounts.

Individuals or organisations with evidence are requested to submit it by July 20, 2025, either in person at Lok Seva Bhawan, Bhubaneswar, or via email at puritragedy.enquiry@odisha.gov.in. Public hearings are scheduled to take place at the State Guest House in Bhubaneswar on July 9, 2025, from 3:00 PM onwards, and at the Special Circuit House in Puri on July 10, 2025, from 3:00 PM onwards.

For further details, the public can contact the office of the Development Commissioner at (0674) 2536882 or 2391970.

The enquiry aims to identify lapses in security or organisational arrangements and recommend measures to prevent such tragedies in the future. Local authorities have emphasised transparency, urging citizens to come forward with any information that could aid the investigation.

The incident has sparked widespread grief and prompted discussions on improving safety at large-scale religious gatherings in Odisha.

As Puri prepares for future festivals, the findings of this enquiry are expected to play a crucial role in shaping crowd control policies and ensuring the safety of millions of devotees who visit the holy city annually.
