OAS Association Demands Justice for Assaulted BMC Official, Vows Protest Starting July 1

A shocking assault on Ratnakar Sahoo, Additional Commissioner of the Bhubaneswar Municipal Corporation (BMC), has sparked outrage among Odisha’s administrative community. On Monday, Sahoo was attacked brutally within the BMC office premises during a public grievance redressal meeting.

The Odisha Administrative Service (OAS) Association has condemned the incident, labelling it a “barbaric” attack on a public servant and a direct assault on the state’s governance.


OAS Association President Jyoti Ranjan Mishra announced that all OAS officers would go on mass leave starting Tuesday, July 1, 2025, as a protest against the incident. The association has warned of escalating the agitation, potentially involving other unions, if the government fails to take stringent action against the perpetrators. “Such an attack in the heart of the capital’s key office is unacceptable in a civilised society,” Mishra stated, demanding swift justice.

Bijaya Kumar Swain, General Secretary of the OAS Association, echoed this sentiment, stating, “We are seriously protesting… It is highly condemnable… We have decided and are asking all district associations to take a mass leave. He (Ratnakar Sahoo) is extremely traumatised… He is an outstanding officer…” The association plans to meet Chief Minister Mohan Charan Majhi to discuss further steps.

Late on Monday, the OAS Association members met Chief Secretary Manoj Ahuja and DGP YB Khurania to discuss the brazen assault issue.

A joint statement from the IAS and OAS Associations condemned the assault as a threat to the rule of law, raising concerns about possible political patronage behind the perpetrators’ audacity. They urged law enforcement to deliver exemplary punishment to deter future attacks on public officials. Three suspects—Jeevan Rout, Rashmi Mahapatra, and Debashis Pradhan—have been arrested, with an FIR lodged at Kharvelnagar Police Station. Police are reviewing CCTV footage to identify additional culprits.

The incident has ignited debates about the safety of public servants in Odisha, with calls for stronger measures to protect officers performing their duties. The OAS Association emphasised that unchecked incidents like this could erode governance and foster anarchy.

As the investigation continues, the state awaits the government’s response to this unprecedented attack, which has shaken the administrative fraternity and raised questions about public safety in government offices.
